We were in downtown Chicago this past weekend specifically to see the Cloud Gate  sculpture and the view from the Willis Tower Sky Deck. The weather was iffy with snow and  later with dense cloud cover. I thought the view would be very monochromatic (uninteresting) from the Sky Deck during the day but at twilight Chicago lights would add some interest. Twilight still would provide enough light to highlight the sky, provide definition to buildings but be dark enough to allow city lights to be seen. We timed our visit for late afternoon just before sunset and indeed my assumptions were correct.
